The Council of the City of Campbell River may proceed with the adoption of “Ripple Rock Estates Provision of Water Services Franchise Agreement Approval Bylaw 3911, 2023” unless 2,963 electors sign and submit a completed Elector Response Form to the City by the deadline.

DEADLINE: August 14, 2023, at 4:30 p.m.

Elector Response Form must be submitted by the deadline to the City’s Corporate Officer at the Campbell River City Hall, 301 St Ann’s Rd, Campbell River, BC V9W 4C7. Elector Response forms may be submitted by mail (City of Campbell River, 301 St Ann’s Rd, Campbell River, BC V9W 4C7), by email to info@campbellriver.ca by fax to 250-286-5760. Completed Elector Response Forms must arrive by the August 14, 2023, deadline at 4:30p.m. The postmark will not be accepted as the submission date.  

Elector Eligibility

A resident elector is an individual who is entitled to sign an elector response form during an alternative approval process by virtue of living within that jurisdiction. When signing an Elector Response Form, a resident elector must: 

  • Be 18 years of age or older,
  • Be a Canadian citizen,
  • Have lived in British Columbia for at least six months immediately before signing this form,
  • Be a resident in the City of Campbell Rive and in the area defined for the alternative approval process as of the day they complete the elector response form,
  • Not be disqualified under the Local Government Act, or any other enactment from voting in a local election or be otherwise disqualified by law.

NON-RESIDENT PROPERTY ELECTOR 

A non-resident property elector is an individual that does not live in the City of Campbell River and who is entitled to sign an Elector Response Form during an alternative approval process by virtue of owning property in that jurisdiction. When signing an elector response form, a non-resident property elector must: 

  • Not be entitled to register as a resident elector in the jurisdiction,
  • Be 18 years of age or older,
  • Be a Canadian citizen,
  • Have lived in British Columbia for at least six months immediately before signing this form,
  • Have been a registered owner of real property in the City of Campbell River for at least 30 days before signing this form,
  • Be a registered owner of the real property, either as joint tenants or tenants in common, and not be holding the property in trust for a corporation or another trust; and,
  • Not be registered as a non-resident property elector in relation to any other parcel of real property within the City of Campbell River.
  • Not be disqualified under the Local Government Act, or any other enactment from voting in a local election, or be otherwise disqualified by law.

Note: Only one non-resident property elector may sign an Elector Response Form per property, regardless of how many people own the property. That owner must have the written consent of a majority of the other property owners to sign the response form on their behalf. Property owned in whole or in part by a corporation does not qualify under the non-resident property elector provisions. The City of Campbell River has forms available for non-resident property electors to use when gaining written consent from the other property owners for this AAP.
