The City of Campbell River has strategically acquired properties in Downtown Campbell River, beginning with 1302 Shoppers Row (Downtown Safety Office) in 2023, and most recently adding 1342 Shoppers Row (Harbourside Inn), 1352 Shoppers Row (vacant lot) and 1362 16th Avenue (commercial building) to that land assembly.  

The City intends to partner with the private sector to redevelop the lots into commercial and civic spaces along the street with middle-income rental housing above that aim to invigorate and animate both Shoppers Row and 13th Avenue.  

The intention of these purchases and their subsequent redevelopment is to revitalize downtown, create more housing supply that helps address the City’s low rental vacancy rate and continue to improve community safety. Campbell River’s rental vacancy rate is less than 1%, and the upcoming development of the 1300-block of Shoppers Row into purpose built rental housing with a variety of unit types (studio apartments to 3-bedroom units) will create a significant amount of additional housing for middle income households. This strategic investment highlights the City’s commitment to and vision for downtown revitalization, and by thoughtfully investing in these spaces, we hope to encourage a vibrant, inviting downtown that serves as a place for connection and enjoyment for all.
