Financial Support That Benefits the Community
The City of Campbell River offers financial assistance to eligible non-profit organizations that operate within Campbell River or provide a service to the Campbell River community.

The Financial Assistance Policy
The City’s Financial Assistance Policy was adopted by Council in November 2024. The new Financial Assistance Policy is being introduced gradually. It will be fully in place in 2026.
It governs all financial assistance that’s provided by the City under one holistic policy that aims to:
- Streamline the grant process
- Increase the City’s transparency
- Increase accountability to taxpayers
- Expand financial-assistance opportunities to a variety of sectors
In 2025, $3.16 million in grants, permissive tax exemptions, leases and facility rentals were awarded to non-profit organizations (including more than $900,000 in grant funding).
Resources for Navigating Change
The City recognizes that the new Financial Assistance Policy is a big change that’s impactful for local non-profit organizations. We’re working with community partners, including the Campbell River Community Foundation, to help local non-profits navigate those changes by offering grant-writing workshops, events and other resources.
Thriving Non-Profits Community Boot Camp
The City is offering the Thriving Non-Profits Community Boot Camp in Campbell River. This acclaimed program is designed to equip local non-profit and charitable organizations with the strategies and tools needed to build long-term financial sustainability and resiliency. The program is being delivered via a partnership with the Campbell River Community Foundation and Scale Collaborative.
Typically offered for $3,900 + GST per organization, Thriving Non-Profits is available to Campbell River Non-Profits and Charities at just $100 per person.
The Thriving Non-Profits program directly addresses the sector's need to diversify revenue streams beyond traditional grant funding. Through expert-led training sessions and dedicated coaching, participating organizations will develop customized action plans that focus on entrepreneurial approaches such as social enterprise, fee-for-service models, and strategic partnerships.

Applications for the 2025 Grant-in-Aid program closed on February 7, 2025. Check back later for information about applying for the new Community Grants program for 2026.

Non-Market Lease or Licence Rates for City-Owned Land and Facilities
The City offers qualifying non-profit organizations leases or licenses to use civic facilities and lands at below market rates.
To qualify, the non-profit organizations must provide community services that are in the public interest.
There are no application periods for non-market leases or licences. It is recommended that non-profit organizations apply to the City before their current lease or licence expires.

Permissive Tax Exemptions
The City offers qualifying non-profit organizations financial support in the form of reduced property taxes, or permissive tax exemptions (PTE). The amount of tax that’s exempted cannot exceed 1.4 per cent of the previous year’s general tax levy.
The PTE application period will open on Friday, June 27, and close on July 18, 2025.
