    Council and Committee Meeting Highlights for September 4, 2025

    The City of Campbell River acknowledges that we are on the territory of the Laich-Kwil-Tach people of the Wei Wai Kum and We Wai Kai First Nations.

    Community Planning and Livability Update

    Transit Future Action Plan 2025
    Council discussed the draft Transit Future Action Plan 2025 (TFAP) and referred it to staff to discuss further refinements with BC Transit. Council will consider the updated TFAP draft at a future meeting.

    Developed in partnership with the City, the TFAP outlines transit service and infrastructure improvements over the next seven years, setting short- to medium-term priorities. Public input was gathered through driver and rider surveys and consultations with community partners.

    The TFAP aims to improve transit service through enhanced service reliability, increased frequency and access on core routes and key corridors, extended service hours, expanded coverage to underserved areas, and aligning transit planning with broader growth and housing initiatives.

    Current short-term priority focus areas include:

    • Service improvements for Route 1 (Dogwood) to address peak capacity, reliability, and on-time performance
    • Introduction of service on statutory holidays (at Sunday service levels)
    • Service improvements on existing routes and thru-connections to Route 15 (Homalco), via Route 1 (Dogwood), on select trips, and the introduction of Sunday service

    Council’s updates look to explore a seasonal service to McIvor Lake and ʔuxstalis (Tyee Spit) and a service to the Campbell River Airport (YBL). Council also directed staff to work with BC Transit to provide ridership numbers for lower volume routes and to investigate options to best utilize resources where they are needed most.

    Community Safety Updates

    Campbell River RCMP Detachment Interview Room Upgrades and Workstation Replacement
    Council approved $50,000 of additional funding from the Financial Stabilization Reserve to upgrade the interview rooms in the RCMP detachment, to make them more trauma-informed, and purchase six new workstations to replace outdated furniture and support health and safety.

    Remedial Action Notice for 1600 17th Avenue
    Council directed staff to require the owner of 1600 17th Avenue to bring the property into compliance with Public Nuisance Bylaw No. 3543, 2014 in relation to unsightliness. City contractors were authorized to enter onto the property to perform the work required to achieve compliance if the property owner does not comply.

    Development Services Updates

    Rezoning Application for 140 Petersen Road South
    Council gave first, second, and third readings to Zoning Amendment Bylaw No. 3996, 2025, for the property at 140 Petersen Road South. Correspondence was received and considered by Council. The amendment bylaw proposes to rezone the property from Residential Multiple One (RM-1) Zone to Residential Multiple Two (RM-2) Zone to allow a 28-unit townhouse development at 140 Petersen Road South. Consideration of adoption of the bylaw will be conditional upon registering a Land Title Act Section 219 Restrictive Covenant that restricts the development of lands until certain, specified conditions are met. If this rezoning application is approved, the applicant will be required to apply for a Major Development Permit.  

    The proposed development complies with the Official Community Plan, is located within a targeted infill development area within the Urban Containment Boundary, is surrounded by similar low-to-medium density zoned properties, diversifies the local housing stock, and addresses the “missing middle” housing type in Campbell River. A public hearing is prohibited to be held based on Section 464(3) of the Local Government Act; statutory notices were sent out as required.
