Norm Wood Environmental Centre (NWEC) has been providing secondary treatment of domestic wastewater for the City of Campbell River since 1996.

As part of the public consultation process initiated in 1991, a Liquid Waste Management Plan (LWMP) was approved by the BC Ministry of the Environment (MoE) in 1992. Pre-construction baseline environmental studies were completed in 1995, and annual monitoring of sediments and water samples from the area surrounding the McDonald Road outfall have completed during the summer months since 1997.

The results of this monitoring program have not shown any detrimental affects on the environment from the outfall discharge. The sampling program was reviewed in 2005 and recommendations were made to the City of Campbell River for improved sampling locations that will eliminate influences of surface runoff and outflow from the Campbell River on the sampling results.

The redesigned monitoring program began in 2006.
