Community Safety and Well-Being Action Plan Endorsed by Campbell River City Council
From housing and homelessness to public space revitalization and collaboration, the City will lead 17 impactful projects.
The City of Campbell River is excited to share Campbell River’s Community Safety and Well-Being Action Plan, which was endorsed by Mayor and Council at the July 24, 2025, Council meeting. The Plan incorporates insights and feedback from the Strathcona Regional District and local First Nations, community partners, social service providers, law enforcement, and the public, which helped to create recommendations, actions and initiatives to enhance safety, sense of safety, and overall well-being within Campbell River.
The CSWB Action Plan was created through a partnership with the Canadian Centre for Safer Communities, a non-profit organization that has inspired local action to foster safety in communities across Canada, including Victoria, Kelowna, Calgary and more.
“A healthy and safe community has always been a priority of this Council. We have already made notable improvements in the downtown area through patrols, cleanups, partnerships with social service providers and much more,” says Mayor Kermit Dahl. “The Community Safety and Well-Being Action Plan is another initiative that will help further enhance safety today and into the future. By aligning resources, focusing efforts and strategically advocating, we can maximize impact and realize positive change for all the residents and businesses we serve.”
Based on feedback and assessment within the community, the CSWB Action Plan identifies 39 of the most critical actions to be implemented over the next one to two years. It also identifies the City’s role including leading, partnering, advocating and/or supporting. The City will lead 17 different projects and initiatives, some of which are already underway. These projects cover housing, homelessness, revitalization of public spaces, collaboration between law enforcement and social services, among other priority areas. Following endorsement of the Plan, the City will now establish a Community Safety Working Group to support implementation of the actions outlined in the plan, coordinate the next steps, monitor progress and measure results.
“The Community Safety and Well-Being Action Plan is a living plan that will adapt to emerging priorities to meet Campbell River’s unique needs over time,” says Jeff Ford, Director of Community Safety. “With contributions from across the community, this plan will allow us to move forward together and take strategic, informed action to reduce crime, provide necessary supports, and make Campbell River a livable city for all.”
Community safety and well-being plans bring together community members and organizations to address safety challenges. The City recognizes the importance of a holistic approach, acknowledging the impact of social, economic, family, and individual factors on community safety. Achieving community safety involves increasing access to essential services, implementing prevention programs, and addressing structural conditions through ongoing investment, collaboration and civic engagement, ultimately fostering trust and a focus on positive change.
