FINANCIAL UPDATES
2023 Permissive Tax Exemptions
Council gave Permissive Exemption from Taxation Amendment Bylaw No. 3873, 2022 third reading. This bylaw approves grants to two new not-for-profit organizations and increases the PTE for one existing organization, as recommended in the Community Partnership Committee's August 4, 2022 report.

DEVELOPMENT UPDATES
Zoning Amendment Bylaw for 2141 Willis Road
Zoning Amendment Bylaw No. 3812, 2021, to rezone 2141 Willis Road from Residential Multiple One (RM-1) to Residential Two (R-2), including a site-specific text amendment for a 7.5 metre setback from garage and carport openings, was adopted.

Development Approval Process Review
Recommendations in the Recommendation Summary Table of the September 9, 2022 report from Dillon Consulting and Performance Concepts Consulting regarding the development approval process were adopted by Council.

COMMUNITY UPDATES
Public Nuisance Amendment Bylaw
Council adopted Public Nuisance Amendment Bylaw No. 3876. The bylaw will prohibit temporary shelters and camping in Nunns Creek Park year-round, except for the area off of Homewood Road formerly used as a BMX track (1299 Homewood Road).

6th Avenue-Thulin Utility Renewal project
Council directed staff to proceed with the 6th Ave – Thulin Utility Renewal Project in 2022 and amend the 2022-2031 Financial Plan accordingly, as recommended in the September 23, 2022 report from the Finance and Capital Works Departments.

Quinsam Heights Neighbourhood Plan
Council referred a report regarding the Quinsam Heights Neighbourhood Plan, dated September 20, 2022, to a Committee of the Whole meeting following the General Local Election.

2022 CR Live Streets and Spirit Square Concert Series
The 2022 CR Live Streets and Spirit Square Expanded Services report, dated October 3, 2022, was received for information. Council referred a staff request to enhance the audience experience for next year’s CR Live Streets and Spirit Square Concert Series to Financial Planning Deliberations.

Canada Day Parade Insurance Coverage
Council received the Canada Day Parade Insurance options report, dated September 26, 2022, from the Purchasing and Risk Management Department for information.

ECONOMIC UPDATE
2022 Economic Update
The 2022 Economic Update report dated September 28, 2022, from the Economic Development Department was received by Council for information.

CORRESPONDENCE
Campbell River Slo-Pitch concerns with field availability and safety
Council received an email from the Campbell River Slo-Pitch Board of Directors expressing concerns about field availability and safety.

Third intake for BC's Mass Timber Demonstration Program
Council received an email from the Honourable Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation, announcing the opening of the third intake for BC's Mass Timber Demonstration Program. Council referred the email to Economic Development staff for consideration.
