The City of Campbell River acknowledges that we are on the territory of the Laich-Kwil-Tach people of the Wei Wai Kum and We Wai Kai First Nations.

DEVELOPMENT SERVICES UPDATE
Zoning Application for 2950 Dogwood Street South and 608 Beaver Creek Boulevard
Council gave third readings to Zoning Amendment Bylaw No. 3967, 2024, and Official Community Plan Amendment Bylaw No. 3968, 2024, for 2950 Dogwood Street South and 608 Beaver Creek Boulevard. The combined application looks to increase total and individual commercial floor area in Jubilee Heights for future tenants, add “car wash” as a permitted use, and align the zoning boundaries with a current subdivision application. Staff included proposed zoning housekeeping amendments to add a definition for “car wash” and remove references to Jubilee Heights in the C3 zone. Prior to third reading, a second public hearing was held to receive correspondence for Council’s consideration.

FINANCIAL UPDATE
Extension to the Tax Sale Redemption Period
Council adopted Extension of Tax Sale Redemption Period Bylaw No. 3947, 2024.

Under the Community Charter, the City must recover any unpaid property taxes, including any interest and penalties owing on those taxes, by tax sale. The City sold two properties at the 2023 annual tax sale and the City was declared as the purchaser of both properties. Ownership of properties does not transfer on the date of a tax sale, as owners of properties sold at the tax sale have up to one year to redeem the properties. Properties can be redeemed by paying all arrears and delinquent taxes plus any accrued interest and fees. Of the two properties that were sold at the 2023 annual tax sale, one property was redeemed early in 2024 while another property, located at 36 – 1120 Evergreen Road, has not yet been redeemed. The Extension of Tax Sale Redemption Period Bylaw extends the redemption period by one year to allow the City to continue to work with the taxpayer to recoup amounts owed to the City. Interest will still accrue on the price that the property was sold for at auction.

CORRESPONDENCE
Union of BC Municipalities
Council authorized the Mayor and Corporate Officer to sign the 2024-2034 Community Works Fund Agreement on behalf of the City. The Community Works Fund Agreement is administered under the Canada Community-Building Fund and provides local governments in B.C. with funds to invest in local infrastructure and capacity-building.
