To help you with your development project, the City of Campbell River has put together development resources.
Frequently Used Documents

Development Cost Charges
Development Cost Charges (DCCs) are one-time fees collected from developers to help communities recover the costs of off-site infrastructure required to support growth.
These charges are based on the principle of cost-sharing between existing taxpayers and new development, ensuring that growth pays for growth.
The City is updating its Development Cost Charges Bylaw. For more information on this process, visit Get Involved Campbell River.
Environmental Timing Window
If you're planning an outdoor project, we encourage you to plan it around the environmental timing widows. Timing your work within these period can help to:
- Minimize harm to habitat, fish and wildlife
- Keep the project in compliance with environmental laws
- Reduce project complexity and costs
These windows are when fish, birds and mammals are not spawning, nesting or raising young, making them the windows of least risk.
You may still be required to obtain the correct permits and give notification to government agencies when working within these windows. Sometimes, projects have a number of environmental features and there is no ideal best time. A Qualified Environmental Professional can help to minimize damage, ensure the right permits are in place and keep your project on track.
