Learn when you need a subdivision or strata application in Campbell River, and how to complete the process.
Types of Subdivision
The following types of subdivision require a application to the City:
- Fee Simple Subdivision: Create two or more properties from one or more existing parcels, or adjust property lines.
- Bare Land Strata Subdivision: Create strata lots within one parcel. Owners share common lands and own individual lots. All infrastructure on common lands is managed by the strata.
- Phased Strata Subdivision: Build a strata complex in multiple phases.
- Strata Title Conversion: Convert an existing building (e.g., apartment) to strata ownership of individual units.
No application is needed for:
- Consolidation: Combine two or more properties into one lot.
- Building Strata Subdivision: Divide a building into multiple units with shared ownership of common areas.
How to Apply
- Complete the Development Subdivision Application Form [PDF/244KB]
- Submit the completed application form to engineering@campbellriver.ca alongside:
- Letter of Intent
- Preliminary Lot Layout Plan (by a BC Land Surveyor)
- Current Title Search
- Copies of Charges on Title (Covenants, SRWs, Easements, etc.)
- Agent Authorization Form (if applicable)
- BC Company Summary (if applicable)
- Site Disclosure Statement
- Application Review: City staff will review your application for completeness and send you a fee slip for payment.
Preliminary Subdivision Review
After payment, your application is circulated to internal departments and external agencies for comments. The Approving Officer reviews feedback and issues a Preliminary Subdivision Review (PSR) letter.
- The PSR letter outlines conditions to meet before approval.
- The PSR is valid for 12 months and is not an approval.
Subdivision Approval
Once you meet all PSR conditions:
- Submit the Works and Services Completion Package and any required documents.
- Make a written request for subdivision approval to the Development Engineering Department.
Staff will review your submission. If complete, you’ll receive an approval fee slip, including any required fees, security deposits, and Development Cost Charges.
After approval, your BC Land Surveyor registers the subdivision plan and related documents (covenants, easements, SRWs) with the BC Land Title Office.
