Snow and Ice Control

In the event of a snow storm, the City of Campbell River is responsible for clearing snow off the City roads. The City's Winter Roads Management Policy [PDF/216KB] aims to keep roads safe and passable. The policy also ensures removal is as consistent and cost-effective as possible.

Snow Clearing from Roads

During ice or snow conditions the City follows its Winter Roads Management Policy and:

  • establishes an acceptable balance between the community's transportation/safety needs and its financial capacity
  • ensures that City transportation infrastructure is managed appropriately during snow and ice conditions
  • provides consistency in the provision of different levels of service throughout the community

People who need fire, ambulance or police help in an emergency should call 911. If necessary, emergency responders will arrange for assistance with access in snowy conditions.

Snow Clearing from Sidewalks

Generally, it is the responsibility of the owner or occupier of the property fronting the sidewalk to clear the sidewalk of snow. This is outlined in the City’s Traffic and Highways Regulation Bylaw. [PDF/1.9MB]

Owners or tenants should have snow cleared from the sidewalks of commercial, industrial, institutional and multi-unit residential properties by 10 a.m. Additionally, owners or tenants of single and duplex residences must clear snow and ice from the sidewalks on their property. When clearing snow and ice from sidewalks, do not put cleared snow on the road.

If you fail to clear your sidewalk, we will issue a violate notice. Once the notice is issued, you will have 24 hours to clear the sidewalk. If the sidewalk has not been cleared in the 24 hours following the violation notice, the City will clear the snow and charge the cost to the property owner.

City crews clear sidewalks and stairs at City facilities. Designated bus stops will be cleared by City crews in the event of a major snowfall.
