Mobile Outreach Program

What's on This Page:

Connecting people to care, support and community services.

The City of Campbell River’s Mobile Outreach Program helps connect people in Campbell River with care, support and services.

It assists people who may be experiencing challenges related to:

  • Homelessness
  • Substance use
  • Mental health concerns
  • Trauma
  • Barriers to accessing services and support

The program focuses on supporting people who are at risk of overdose and death due to the toxic drug supply. It also supports their family members, peers and community members through a rapid, community-based overdose response. As well, mobile outreach program staff work with community agencies, law enforcement, and businesses to help address immediate safety and health concerns, provide support, and find resolutions.

What the Program Does

The Mobile Outreach Program is grounded in trauma-informed, culturally-safe practices.

Through outreach and connection, the program helps people:

  • Access care and support
  • Connect with health, housing and social services
  • Build coping strategies and develop skills
  • Find voluntary treatment and recovery pathways
  • Navigate barriers to service

In this way, the program is intended to:

  • Reduce pressure on local emergency response services
  • Strengthen coordination of care
  • Help people overcome challenges to accessing supports they need
  • Encourage voluntary connections to treatment and recovery pathways

The Mobile Outreach Program is delivered as part of the City’s Community Safety and Well-Being Action Plan.

Program Team

The program is delivered by the City, in partnership with Lookout Housing and Health Society, with funding from Health Canada.

Lookout Housing and Health Society operates the outreach team, which includes:

  • Trained peer workers with lived experience

The funding also supports three City positions:

  • Wellness and outreach checks
  • Connection and referrals to health, housing and social services
  • Providing emergency first aid
  • Transportation and support for appointments, where available
  • Building positive community connections
  • Conflict de-escalation and problem solving
  • Connecting individuals to voluntary treatment and recovery pathways
