City Acquires Property to Facilitate Big Rock Boat Ramp Expansion

The City of Campbell River is pleased to announce the expansion of Big Rock Boat Ramp to improve parking and traffic circulation for this well-used and much-loved public amenity. The strategic acquisition of 1021 Island Highway South has made this improvement project possible by providing the space needed.

The purchase supports the City's Waterfront Property Acquisition Strategy, which focuses on expanding waterfront parkland and recreational opportunities for Campbell River residents. This marks the 11th property purchased since the Strategy was adopted in 2015. Adding 1021 Island Highway South, alongside the acquisition of 1047 Island Highway South in 2017, will double the available boat trailer parking. 

“On behalf of Council, I am thrilled to add another piece to the waterfront puzzle," says Mayor Kermit Dahl. “The purchase of 1021 Island Highway South, adjacent to Big Rock Boat Ramp, isn’t just about improving parking and access—it’s about making sure the Campbell River waterfront continues to be a place where folks can gather, launch a boat, or simply enjoy the view. I’m looking forward to working with staff and the community in the coming months to develop a site design and see improvements take place.”

The City began pre-demolition work on the residential house in October 2025 with future improvements being deliberated as part of 2026 financial planning. The project will include the demolition of the existing building, re-grading and reconfiguration of the site for parking improvements, and, in the future, incorporating additional boat ramp amenities. A Request for Proposals will be issued for the demolition of the existing building in the coming months.

“This strategic waterfront acquisition strengthens the City’s commitment to enhancing public access to the shoreline and improving recreational infrastructure,” says Elle Brovold, City Manager. “As the Salmon Capital of the World, the waterfront is central to our community’s identity, and this purchase supports our long-term vision of a vibrant, accessible, and well-connected shoreline for residents and visitors alike.”

Background:

The City currently owns 96 properties along the marine and river waterfront, the majority of which are public parkland.

The Waterfront Property Acquisition Strategy prioritizes the acquisition of waterfront property based on proximity to City-owned land, parks or facilities, or as required for the completion of City capital projects. The property was purchased for $1.78 million with funding from the Parks Parcel Tax and Financial Stabilization Reserve.
