The City of Campbell River strongly encourages efficient and wise water use. We have created the following programs to promote the use of water efficient technologies.
Toilet Rebate Program
Toilets are a major source of residential water use. Flushing a toilet uses significant water and the issue is made worse if a toilet has a leak.
To promote resource conservation, the City is offering a $50 rebate to install a High Efficiency Toilet (HET).
HETs have a maximum flush volume of 4.8 litres. Dual flush toilets are also HETs, as you can use a reduced flush (up to 4.1 litres) or a full flush (up to 6 litres). Installing a water efficient toilet may save more than 70 litres of water per person per day.
Eligibility
In order to be eligible for the Toilet Rebate Program, you must:
- reside within the municipal boundaries of the City of Campbell River
- be replacing an old toilet (6 L or more) with a HET from the Approved Models List [PDF/4.1MB]
- be replacing a toilet in a residential house built before October 3, 2011
Only two rebates are available per household.
Application Process
Before beginning the application process, read the Toilet Rebate FAQs [PDF/180KB]. Make sure you review and understand the terms and conditions of the program. Application forms are available online or at City Hall.
Once you understand the terms and conditions of the program, you can begin the application process:
- Purchase and install a low flow toilet. Keep the original receipt.
- Download and print the Toilet Rebate Application Form [PDF/355KB].
- Dispose of the old toilet at the Campbell River Waste Management Centre. Ensure you receive the disposal verification stamp on your rebate application form from the cashier.

- original sales receipt for the new toilet
- disposal verification stamp from the Campbell River Waste Management Centre
- signed application form
Appliance Rebate Program
Clothes washers are the second-highest water consumers in a home. Replacing your old washing machine with a water efficient model can save up to 64,000 litres of water and 256 KwH of electricity per year. Dishwashers also account for a large percentage of water use in the home. Installing a water efficient dishwasher can also help save water and money.
The City is offering a $50 rebate on ENERGY STAR washing machines and dishwashers.
Choosing an Energy Efficient Appliance
When looking for an energy efficient washing machine, look for a model with a high Integrated Modified Energy Factor (IMEF) and a low Integrated Water Factor (IWF). IMEF is a measure of the energy used by a washing machine. A high IMEF indicates an energy efficient model. IWF measures the water efficiency of a washing machine. A low IWF indicates a water efficient model.
When looking for an energy efficient dishwasher, keep an eye out for some of these technologies that help reduce water and energy use:
- Soil sensors: these help adjust the cycle to achieve clean dishes with minimum water and energy use.
- Improved water filtration: this helps remove food solids from the wash water, allowing efficient water use.
- Efficient jets: they use less energy to spray water when cleaning.
- Innovative dish rack design: this helps maximize cleaning through dish placement.

- reside within the municipal boundaries of the City of Campbell River
- be replacing an old dishwasher or washing machine with an ENERGY STAR model. Search for approved washing machines or approved dishwashers online through ENERGY STAR.
Only two appliance rebates allowed per household: one washing machine and one dishwasher.
