Corporate Services Update
2025 Annual Report
Council approved the 2025 Annual Report, which highlights continued progress in service delivery, infrastructure investment, and community priorities, supported by a strong financial position. The report outlines key achievements in housing, community safety, downtown revitalization and capital improvements, while confirming the City's audited 2025 financial statements received an unqualified audit option.
The report also shows the City ended 2025 with an $8.6 million increase in accumulated surplus, reaching $396.7 million, and continued to invest in projects and services that support a safe, vibrant and growing community. Financial Update
User Fees and Charges Amendment Bylaw
Council adopted Fees and Charges Amendment Bylaw No. 4023, 2026. The amendment addresses an administrative oversight identified during the recent consolidation of bylaws by updating sewer and water rates for commercial and institutional users. These rate increases were approved by Council in late 2025.
Development Services Update
Bylaw Contravention Notice for 2721 Soderholm Road
Council approved the registration of a notice against the title of the property at 2721 Soderholm Road to record that Building Permit BP003849, for an addition and renovations to a single-family dwelling, has lapsed without receiving all the necessary inspections.
Correspondence
Parking for North Island 1000 Adventure Route
Council received correspondence from Graham Lindenbach regarding parking for participants of the North Island 1000 adventure route. The route attracts adventure motorcycle and ATV/SXS riders who begin their trip in Campbell River.
Participants have previously used a grassy lot near the skydiving centre to park and unload their vehicles. Lindenbach inquired about the possibility of making improvements to the area and identifying designated parking spaces so the location can continue to support route users. Council directed staff to work with North Island 1000 to find options for parking.
Island Coastal Economic Trust
Council received correspondence from Brodie Guy, CEO, sent on behalf of Michelle Staples, Chair, Island Coastal Economic Trust, regarding the Strategic Investment Key Messages and Actions document. The document was shared with ICET’s Regional Advisory Committee members along with a request for members to contact their local Member of the Legislative Assembly regarding fall 2026 legislation timelines. Council directed staff to send a letter to ICET thanking them for their contributions to economic development on Vancouver Island.
