Development Services Updates
Council approved a Downtown Revitalization Tax Exemption for 1022 Cedar Street, where a new mixed‑use building is currently under construction. Because the property is located within the designated exemption area under Downtown Revitalization Tax Exemption Bylaw 3506, 2013, and the project meets the bylaw’s criteria, the applicant qualifies for a municipal tax exemption on the increased property taxes resulting from the new development – the property will continue to be taxed at the existing value for this duration.
The exemption provides 100 per cent relief on the municipal portion of the increased property taxes for a five‑year period. The total estimated value of the exemption is approximately $342,936 over five years. The exemption will take effect after the building receives occupancy, which is anticipated in spring 2026.
Ticketing for Bylaw Offences Amendment Bylaw
Council gave first, second, and third readings to Ticketing for Bylaw Offences Amendment Bylaw No. 4006, 2026.
In August 2025, Council adopted Official Community Plan Amendment Bylaw No. 3994, 2025 and Zoning Amendment Bylaw No. 3995, 2025, which introduced riparian setbacks and protection measures for ditches within City rights‑of‑way. These amendments established Riparian Area Assessment setbacks—generally to 5 metres and 2 metres.
As a result of these changes, encroachments within the revised setbacks and failure to implement required protection measures are no longer enforceable under Environmental Protection Bylaw No. 3551, 2014. To close this enforcement gap, the Ticketing for Bylaw Offences Bylaw has been updated to include these offences and establish associated financial penalties.
Operations Updates
Water and Sewer Services Agreement Renewed
The City of Campbell River has renewed its Water and Sewer Services Agreement with Capital Power Corporation for a further three years. This agreement establishes service obligations and water and sewer rates for the Capital Power Generation Facility at 4400 Orange Point Road. The existing water and sewer rates of 75% and 30% will remain in place.
Mayor and Council Updates
North Island College Programs Face Possible Suspension due to changes in post-secondary funding
Council discussed the potential suspension of 15 North Island College (NIC) programs, as reported by MyCampbellRiverNow. Recognizing the serious impacts these suspensions could have—particularly on forestry and other local programs that support the resource sector—Council directed staff to send letters to the College Board of Governors and the Provincial and Federal Governments outlining the negative repercussions of recent international student cap changes on postsecondary funding.
