Work under this project is the third phase of improvements to the City’s existing sewage treatment facility. This phase is focused on upgrades to the digester, Generator Set and related electrical system.
In large wastewater treatment plants, anaerobic digestion breaks down organic waste. Anaerobic digestion is a sequence of processes by which microorganisms break down biodegradable material in the absence of oxygen. This process is used for industrial or domestic purposes to manage waste.
In 2022, the City awarded a contract to Kinetic Construction Ltd. for the Norm Wood Environmental Centre (NWEC) Upgrade Phase III project. NWEC is the City’s wastewater treatment facility. This project is necessary to improve capacity, maintain treatment levels. and to ensure the facility is modernized in with critical components to meet current demands. This multiyear project was prioritized based on operational and maintenance efficiencies for the plant in 2009 to address community growth. The first phase was completed in 2012 and the second phase was completed in 2016.
The Norm Woods Environmental Center (NWEC) will see its treatment facility get necessary upgrades needed to improve its operations in the third and final phase of the NWEC Upgrade project. The engineering consultant WSP has assisted the city in prioritizing the growth strategies and estimated timelines. WSP has completed the design services for this phase, which consists of a new emergency backup power supply, an E-House to expand the electrical room and MCC, in addition to increasing capacity of the digester aeration units for the digester treatment process. It also includes an upgraded septage receiving station and access terminal, as well as the addition of plant controls through SCADA integration which will be led by True North Solutions.
Construction of the third phase commenced on July 27, 2022, with anticipated completion to be achieved by Spring 2024. All the work is confined to the Norm Wood Environmental Centre which is in the northern section of the city off Hwy 19 at Orange Point Rd.
The project estimate for this phase is approximately $4.3 million. Funding for the project is being provided by the Sewer Reserve and Sewer Development Cost Charges.
In November of 2011, Opus Dayton Knight Consultants Ltd. (now WSP) were awarded RFP No. 678 to complete detailed design of priority upgrades which includes three phases of improvements to the treatment plant. The entire scope of upgrades is based on the recommendations included in the Norm Wood Environmental Centre Pre-design Report completed in 2009. WSP ‘s team of engineers and the City's associates make up the team complete that will complete the design and construction of this critical project.

Traffic management during construction is the responsibility of the contractor doing the work.
