About This Project
The City of Campbell River is moving forward with a new neighbourhood bikeway along Penfield Road, Parkway Road, Alder Street and Simms Road. This will be a shared neighbourhood bikeway and is not expected to impact existing on-street parking in those areas. At the same time, a new separated, two-way bike lane will be constructed on Hilchey Road, between Dogwood Street and Penfield Road. The works enable on-street curbside parking and wider driving lanes to be restored along Hilchey Road.
Signage advising of a reduced, 30 km/hr speed zone in the Penfield School area will be reinstated for the 2026/2027 school year.
Background
In 2022, parking-protected bike lanes were added to Hilchey Road as part of a watermain upgrade. Since then, the City has heard concerns from residents about function and safety along this key corridor. In response, Council requested a full safety review in early 2026. Following a review by McElhanney Ltd., Council approved the creation of the new neighbourhood bikeway—and a separated, two-way bike lane on Hilchey Road—and the addition of flashing lights to the crosswalk at Hilchey Road and Fern Drive.
Funding
Funding for this project comes from existing 2026 cycling infrastructure funds, including the Community Works Fund and the Carbon Neutral Reserve, along with an additional contribution from the Carbon Neutral Reserve.
Neighbourhood Bikeway Construction
The new neighbourhood bikeway along Penfield Road, Parkway Road, Alder Street and Simms Road will include:
- Lowered curbs (letdowns)
- Signage
- Pavement markings
Hilchey Road Bike Lane Improvements
- Current parking-protected bike lanes that are currently on Hilchey Roadwill be removed.
- A separated, two-way bike lane will be constructed along Hilchey Road, between Dogwood Street and Penfield Road. A conceptual sketch is below.
- On-street curbside parking will be restored.
- Vehicle travel lanes will be widened.
- Flashing pedestrian lights will be installed at the Fern Road crosswalk to enhance safety and visibility for people crossing the roadway.

Timing
Detailed designs are expected to be complete by the end of August 2026. Construction work will begin in August 2026 and continue through the fall.
Work to develop the neighbourhood bikeway, including removing the current bike lanes on Hilchey Road, will be completed first. Work on the bike lane directly outside of Penfield School will take place beginning August 24, 2026, in an effort to minimize disruption during the school term. Constructing the new two-way bike lane on Hilchey Road will be the final step of the project and will take place later in fall 2026.
It’s anticipated that the neighbourhood bikeway and Hilchey Road bike lane improvements will be completed in the fall of 2026.
Pending completion of a School Zone Warrant Assessment, the City will reinstate interim 30 km/hr school zone signage in the Penfield School area before the start of the 2026/2027 school year.
