Work under this project consists of the replacement of the storm and sanitary sewers along 6th Ave. and watermain upgrades along Thulin St. from 5th to 6th Ave. and along 6th Ave. from Alder St. to Island Highway.
The utility replacements are required to meet capacity demands as well as repair pipes and components that are in poor condition and are at or past their expected serviceable life. Work is expected to commence in early 2023.
The project entails the renewal of 190 m of sanitary sewermain, 240 m of storm sewer replacement (6th Ave. from the lane east of Thulin St. to Island Hwy.), 690 m of watermain replacement (6th Ave. from Alder St. to Island Hwy. and Thulin St. from 6th Ave. to 5th Ave.).
Frequently Asked Questions
Many of the local collection sewer systems are nearing end of serviceable life and require replacement or rehabilitation. 6th Ave. has been identified to require both sanitary and storm sewer upgrades due to condition and capacity. The asbestos cement watermain is also at end of serviceable life.
The sewer work will be along 6th Ave. from Alder to St. to the Island Hwy. (Hwy. 19A). The watermain replacement will be also be along 6th Ave. from Alder St. to the Island Hwy. (Hwy. 19A) and on Thulin St. from 6th Ave. to 5th Ave.
It is anticipated that construction services will be publicly tendered in early 2023 once all permits are in place. Construction will follow in Spring –Summer 2023.
The project design is being led by ISL Engineering and Land Services Ltd.
Funding for design services were approved by City Council in the 2021-2030 Financial Plan for $100k. Construction costs are currently in the process of 2022-2031 budget deliberations. During the 2022-2031 Budget Deliberation City Council approved $2.75m for construction services being funded by sewer, water and general capital reserves.
The Roadway is expected to be open to local traffic only due to the impact of the excavations being on the roadway. Traffic management will be the responsibility of the contractor. More details about traffic planning will be available once the construction contract is awarded. Information about closures, access and detours will be posted with project updates on the City’s website, Facebook and Twitter pages.
Getting Around During Construction
Traffic management during construction will be the responsibility of the contractor doing the work.

Project nearing completion. All underground utility renewals are complete. Seasonally delayed repairs, including some paving will be completed in Spring 2024.
Utility and Paving Work Along Island Highway at 6th Avenue
Utility and paving work will take place along the Island Highway at 6th Avenue, near the Maritime Heritage Centre, beginning Wednesday, August 30, and running until Thursday, September 14, 2023. The work is to install the last utility tie-in and complete road-surface repairs within the intersection. It will take place from 7 a.m. to 7 p.m. on weekdays; progress is weather-dependent. North and southbound traffic will be accommodated by alternating single-lane traffic flows.
TEMPORARY ROAD CLOSURE ON 6th AVENUE BETWEEN ALDER STREET AND ISLAND HIGHWAY – AUGUST UPDATE
A temporary road closure is in effect on 6th Avenue, between Alder Street and Island Highway. This work began in April and will continue until late October 2023. This closure facilitates important City infrastructure replacements to storm mains, sanitary mains, water mains, and road surfaces that will allow high quality City services to continue to be delivered into the future.
The closure runs from 7 a.m. to 6 p.m. on weekdays. Local traffic and emergency vehicle access is available throughout. Two-way traffic has been in place for most of the work, but intermittent disruption on the Island Highway at 6th Avenue does occur, and single-lane alternating traffic is in place at times. Traffic disruption on Thulin Street between 5th and 6th Avenue may also occur. Thank you for following all traffic controls in place.
Despite crews adapting and working longer hours when possible, the archaeological review and permitting process, supply chain issues, and contractor staffing challenges have caused delays in the project schedule. The City understands that road closures can cause disruption to daily lives, and we thank residents for their patience this summer.

Please be advised that utility work will take place along the Island Highway at 6th Avenue, near the Maritime Heritage Centre, beginning Thursday, August 17, and running until Wednesday, August 23, 2023. Work will take place from 7 a.m. to 7 p.m. daily.
North and southbound traffic will be accommodated at peak times, and alternating single-lane traffic flow will be in place as needed. Minor delays of between five and 10 minutes may occur. Please use alternative routes where possible, and follow the direction of the traffic control personnel and any signage in place.
