City of Campbell River staff are here to help you with your development proposal, whether you want a pre-application meeting to help you prepare, or you just need a question answered.
Application Process
The application process for any project can seem difficult and intimidating. To help guide you, we've created an overview and compiled useful resources. In addition, staff are always available to walk you through any process.
Application Requirements
For all applications must meet minimum submission requirements. Incomplete applications will not be accepted or processed.
To avoid delays, prior to submitting any new application documents to the City, contact planning@campbellriver.ca to review submission requirements and next steps.
Pre-Application Meeting
A pre-application meeting is required for all almost all applications to expedite application timelines and get internal comments to applicants in a timely manner. A $450 fee applies to pre-application meetings.

Submission Meeting
The following applications are exempt from pre-application meetings:
- Development Variance Application seeking variance to Zoning Bylaw, 3250, 2006 [PDF/7.3MB]
- Environmental Development Permit only pertaining to Eagles and Great Blue Herons nests, and setbacks to defined ditches
- Hazardous Development Permit pertaining to Flood, Wildfire, and Steep Slopes
- Minor Form and Character Development Permits for one to nine units.
Applications that are not required to have a pre-application meeting are required to have a submission meeting to review the project submission requirements. There is no fee associated with this meeting.

Application Fees
Development applications may have associated fees. These fees are outlined in the 3856 Development Applications Procedures Bylaw, 2022 Consolidated to Bylaw 3943, 2024 [PDF/450KB]. For a complete list of application fees, see Schedule A: Development Application Fees [PDF/450KB].
Review and Approval Process
Once you submit your application, it enters the review process. The application review and approval process includes four stages. In general, it can take between 12 and 16 weeks to process development applications, though it may take longer. You can help shorten the processing time by ensuring you submit a complete and correct application.
Application Received
Once staff receive an application, they review it to ensure that it meets the City’s Development Permit requirements. If staff deem the application is complete, they forward it to circulation. This stage takes approximately two weeks.
Circulation
We circulate your application package to internal and external agencies for review. Then, we compile the comments and notify you if any issues are found. This stage takes approximately four weeks.
Council
Once we've finished circulating your application, City staff draft a report to Council. This report assesses the compliance of your application with our development permit guidelines. Council reviews and considers the application. This stage takes approximately three weeks but can take longer if your application requires multiple readings to Council or a Public Hearing.
