Doing Business with the City FAQs

• How does the City buy?

  The City of Campbell River's Purchasing Department is responsible for the procurement of goods and services across the organization.

  The Purchasing Department may:

  1. Contact vendors to request an informal quotation for goods and/or services; or
  2. Advertise formal (RFO, RFP, Tender) on BC Bid and provide documents on the Bids and Tenders section of the City's website.                  

  Vendors are responsible for staying informed of current or upcoming procurement opportunities. In some cases, consistent with industry practice, Supply Management may contact selected known vendors to ensure they are informed of upcoming opportunities as they are posted electronically.

  To assist vendors in staying up to date, the City does maintain a subscription service through Bid Opportunities however the City does not have the resources to personally contact all potential proponents of all opportunities.

• What Policies and Regulations apply to the City's procurement practices?

  The City's Purchasing Policy outlines the requirements for all City purchases.

   

  The City is subject to the provisions of the Canadian Free Trade Agreement (CFTA) and the BC/Alberta Trade, Investment and Labour Mobility Agreement (TILMA).

  The City is also subject to the provisions of the Freedom of Information and Protection of Privacy Act. As a result, while Section 21 of the Act does offer some protection to third party business interests, the City cannot guarantee that any information provided to the City can be held in confidence.

• How do you get the opportunity to supply the City with goods and/or services?

  Notices of procurement opportunities are posted on the BC Bid website along with the Bids and Tenders e-bidding system where the downloadable documents are available which allows businesses to easily register, search, and submit bids for goods, services, and construction projects online. There are no fees or charges for accessing or downloading the City of Campbell River opportunities via Bids and Tenders.

• How do I download RFO, RFP, or Tender documents from the City's website?

• What are the requirements for Contractors or Service Companies doing business on Municipal properties?

  Contractors (including sub-contractors) working for the City or on City property are required to supply the following (where applicable):

  • A Certificate of Insurance containing the following:
    • Comprehensive General Liability Policy an in amount not less than $3,000,000; and
    • a provision naming the City of Campbell River as an additional named insured to the Comprehensive General Liability Policy; and
    • a Cross Liability Clause; and
    • a provision requiring the Insurer to give the City 15 days notice of cancellation or lapsing or any material change to the insurance policy.
  • Certificate confirming liability insurance in an amount not less than $2,000,000 with the Insurance Corporation of British Columbia on any licenced motor vehicles of any kind to be used to carry out the work.
  • A valid City of Campbell River Business Licence.
  • A signed City of Campbell River Safety Covenant.
  • Proof of W.C.B. registration, along with proof of up-to-date assessment payments in the form of a WorkSafeBC Clearance Letter.

  Additional requirements may be identified in procurement documents including but not limited to:

  • A written copy of their Occupational Health and Safety Program.
  • A City of Campbell River Prime Contractor Agreement.
  • Employee criminal checks where necessary.
  • Federal, Provincial, of Municipal Permits when and where applicable.
