Camping in areas of Nunns Creek Park used for community programming is not permitted.

On June 2, 2022, Campbell River City Council adopted Public Nuisance Amendment Bylaw No. 3867, 2022. Changes to the Bylaw define some areas of Nunns Creek Park as not suitable for temporary shelter from April 1 to September 30 annually, which includes all areas used for community programming. Amendments to the Bylaw ensure a space for shelter is still available to those in need, including the area adjacent to Homewood road.

“The City understands and appreciates the impact these changes will have on people experiencing homelessness, particularly those currently sheltering in areas of Nunns Creek Park,” says Director of Community Safety, Peter Wipper. “We also hear the concerns raised by residents, businesses and community groups regarding this City Park and the difficulties they are having preparing for and hosting longstanding and much-loved events and activities in the area. The Bylaw amendments looks to support our community while continuing to provide options for shelter to unhoused people.”

The City reached out to local service providers, Indigenous partners, and key community organizations to discuss ways to minimize stress and impacts on campers and the community during the transition out of areas of Nunns Creek park and is actively pursuing a variety of initiatives to this effect. Providing ‘camping’ space for the unhoused is Federal and Provincial Policy, and the City is supporting these policies as best we can within the City’s means and following Council direction, using RCMP and bylaw resources, and City funding.

“The City asks residents, businesses and community members for compassion and understanding during a difficult transition,” says City Manager Deborah Sargent. “Staff are connecting with service providers, local businesses, and law enforcement to address impacts on those currently seeking shelter in the area and other community members who may be affected.”
