This upgrade project is part of a series of complex, inter-connected, multi-year improvement projects along the highway, including replacing and relocating sewer lines from Simms Creek pump station to the Maritime Heritage Centre and Big Rock boat ramp upgrades.  

The project continues the upgrades both below and above ground that have taken place from Ken Forde boat launch to Forberg Road. The work includes significant improvements with the reconstruction of sewers and watermains, installation of storm drains, widened roadway, curb and gutter, sidewalk, seawalk, streetlights, enhanced park spaces, and installing underground electrical utilities along Highway 19A. This work will improve the function of the highway, which includes the installation of a roundabout at Rockland Road, upgrade and replace existing sewer and watermain, and enhance the waterfront.
