Materials Management is responsible for purchasing on behalf of all City departments, facility repair and maintenance, inventory management, and fleet management.
The Materials Management Department is part of the Facilities & Supply Chain Division. The department's primary functions are that of:
- Purchasing on behalf of all City Departments
- Facility Maintenance, Upgrade & Repair
- Inventory Management (Stores Function at Public Works)

Purchasing
Materials Management administers the procurement and acquisition of goods and services in keeping with Council’s approved general purchasing policy, environmental purchasing policy, and City purchasing procedures. Department responsibilities include approving contract awards, making decisions on methods of procurement, and reviewing and authorizing delegated purchasing activities. Purchasing policy is consistent with practices recognized by the Purchasing Management Association of Canada and the Agreement on Internal Trade.
Facility Maintenance, Repair, & Upgrade
Materials Management oversees the regular maintenance and repair of City owned Facilities including:
Airport Museum
Centennial Building Norm Wood Environmental Centre
Centennial Pool Public Works Building
Community Cen Discovery Pier
Enterprise Centre Regional Library
Fire Hall No. 1 & 2 SPCA Building
Haig Brown House Sportsplex
Municipal Hall Tidemark Theatre
The City contracts out all repair and maintenance duties. Large renovation and upgrade projects are issued for competitive bidding through the City’s purchasing processes.
Inventory Management
Overall inventory management is administered by the Stores function in conjunction with the Public Works Department at the Municipal Services Centre. Stores maintains a stock of items commonly used by City Departments. Inventory requirements are purchased on the open market or through a competitive bidding processes.
Materials Management is also responsible for the disposal of surplus assets through channels established by the City’s asset disposal policy. In general the City donates all low-value items to local charities.
Fleet Management
As part of on-going upgrades to the City’s fleet, Materials Management with input from various City departments replaces 5 to 10% of the civic vehicle and equipment pool annually. New vehicles and equipment are purchased through a competitive RFP process with the City often seeking trade-in value on used vehicles. In all instances the City attempts to purchase compact, fuel efficient vehicles that reduce the City’s carbon footprint and our reliance on fossil fuels.
