City Manager's Office
The City Manager is responsible for the overall operations and strategic direction of the City. Working with Mayor and Council to develop long-term plans and implement Council directives, the City Manager is responsible for development and implementation of Council's Strategic Plan. The senior management team (General Managers of: Corporate Services; Facilities and Supply Management; Operations; and Parks, Recreation & Culture) as well as the City Clerk and Fire Chief report directly to the City Manager.
The Corporate Services Division is located at City Hall and oversees finance services, human resources, information technology services and communications.
The Facilities and Supply Management Division operates out of City Hall and the Dogwood Operations Centre and is responsible for common services such as building maintenance, purchasing, asset management, fleet maintenance and replacement, and capital projects. The department's primary functions are that of:
· Purchasing on behalf of all City departments;
· Facility maintenance, upgrade and repair;
· Capital projects;
· Risk management;
· Asset management;
· Fleet management;
The Operations Division runs the following departments out of the following facilities:
· The Land Use Services and Sustainability departments are based at City Hall.
· The Transportation Department manages the road system from the Dogwood Operations Centre while airport operations are based from the Campbell River Airport. Public transit services are managed from City Hall in cooperation with BCTransit (Link), the Strathcona Regional District (Link) and the contracted operator (Watson & Ash);
· The Utilities Department manages wastewater (both sanitary sewage and rainwater) out of the Norm Wood Environmental Centre and manages the community’s domestic water supply from the Elk Falls Water Quality Centre.
· Solid waste services including curb-side collection of recyclables, yard wastes and garbage is a contracted service managed from within City Hall.
The Parks, Recreation and Culture Division is responsible for the following departments:
· The Parks Department maintains the city's parks, sports fields, open spaces and cemeteries. The Department also is responsible for park and open space design and oversees all Parks' capital projects and is based out of the Dogwood Operations Centre.
· The Recreation and Culture Department provides recreation and cultural infrastructure and programs, based out of the Community Centre, Sportsplex and Centennial Pool.
Other City facilities include the Fire Halls and RCMP detachment.
