Licences and Permits 

No person shall carry on business within the City without first having obtained and paid for a City Business Licence, provided that this provision shall not apply to any business exempted from the requirement to hold a business licence by operation of any Provincial or Federal Statute or Regulation.

Licences shall be granted for a one-year period or in special cases a six month seasonal period, to commence on the date of issue.  No licence fee paid hereunder shall be refundable. 

Any person carrying on more than one business shall obtain and pay for a separate business licence for each and every such business.

Business Licence Approval Process

The applicant completes a business licence application form including the following:

  • Business name & location
  • Mailing address (if different)
  • Owner/operator name
  • Type of business & brief description
  • Provide the fee payment based on the fee schedule in the Bylaw

The business licence staff reviews the application to determine if the use is permitted under the regulations contained within the City of Campbell River Zoning Bylaw.  If the business is not considered a permitted use, it cannot proceed at the specified location and the application will be rejected.  If the use is permitted, but other regulations within the Zoning Bylaw cannot be met (i.e. Home Based Business Regulations), again the application will be rejected until compliance is achieved.

Once it is determined that the use is permitted under the Zoning Bylaw, the application is reviewed by the Building and Fire Inspectors and Municipal Planner for their endorsement prior to approval.

Provincial Health Inspections are required for restaurants, daycare centers, hairdressers, etc.

The business licence is then approved and issued once all the requirements are met.

The processing time depends largely on the complexity of the business proposal and the ability of the applicant of meet licencing requirements.
